Calculated using a methodology based on that outlined by Philip Van Valkenberg in his 1993 Wisconsin Department of Transportation report, “Planning for Rural Bicycle Routes,” which relies on estimated traffic volumes, and the presence and width of road shoulders. These rankings were then adjusted by MPO staff to account for likely traffic volume estimate errors and to increase the uniformity of rankings along routes.
For the purpose of the rankings, rural roads are defined as those having a speed limit of at least 45 miles per hour, without bike lanes or any other on-road bike facilities except shoulders. The following table details how the initial rankings were calculated, based the presence and width of road shoulders and seasonally adjusted (divided by 0.907 to adjust for increased traffic during warmer weather) 2018 average annual daily traffic (AADT) from StreetLight:

Sidewalks that do not run the full length of the road segment should not be counted. A road segment with incomplete sidewalks on both sides should be recorded as having no sidewalks. Not Expected
• Urban streets where you do not expect a sidewalk are given a special code (10 or 11) so that they are not flagged as deficient. Examples include freeways, ramps, frontage roads, alleys, median breaks or turn lanes, roundabouts, and private streets in the network that are more like parking lots. This should NOT be used for judgment-based land uses – for instance, a street with sidewalk on one side and a park or cemetery on the other side with no sidewalk should be coded as 1, not 11.
• Intersecting street segments located between directions on divided roadways should be classified as 10 No SW – Not Expected.
Rural vs Urban
• Streets and highways that are generally agricultural, or open space in nature on both sides are rural. • Suburban and exurban subdivisions that typically do not have sidewalk are considered urban, even if they are on well and septic systems. • Roads that have rural cross sections and limited access but have development backing up to them are considered urban. • Partially developed roads (intermittent development, development on one side only, etc.) are considered urban.
• Roads that have curb and gutter on at least one side are considered urban. • Urban streets were initially identified as being completely within the 2010 Census urban areas buffered 500 feet, and then manually rationalized, adding Deerfield, Belleview, and Blue Mounds.
Unevaluated
• Road may be platted but not built yet, have an upcoming reconstruction project where the addition of sidewalks is unknown, or staff have simply not evaluated the segment yet. New segments and NULLs should default to 9.
Directional Coding
• The sidewalk definition is coded to both the Opposite and Primary Direction on roadways. For example, a divided highway with a sidewalk on one side only, has the one side only code assigned to both directions. The tool for summarizing sidewalks only includes primary direction mileage.
