EJ Priority Areas do not necessarily encompass all residential portions of their 2010 census block group. In one case, the residential portion of a block group has been divided between two separate EJ zones. In other cases, where higher income residential areas are located within the same block group but are not contiguous with lower income areas, EJ priority areas include only the lower income areas.Adjusted EJ Index Scores (EJ_Adj) should not be used to compare/rank EJ Priority Areas. Adjustments were only made to zones that initially scored below 6, the minimum threshold for inclusion, in cases where MPO staff believed that the estimated percentage of population with a household income below 150% of the poverty level was erroneous and that a higher estimate, within the margin of error, would result in a score of at least 6, the minimum score for designation as an EJ Priority Area. Additional points were only awarded to zones with a high proportion of students eligible for free and reduced price school lunch. Zones receiving additional points in their adjusted index score, were awarded the minimum number of points to reach a score of 6.
