Environmental Justice Non-Priority Areas (EJNPAs) are areas within the Greater Madison MPO area that have at least 1.5 x the MPO area average percentage of minority (non-White and/or Hispanic) residents based on the 2010 Census (>23.5%) and/or at least 1.5 x the MPO area average percentage of low-income (household income less than 150% of the federal poverty level) residents based on 2013-2017 5-year ACS data (>28.5%), and which have not been identified as Environmental Justice Priority Areas (EJPAs). EJNPAs are based on US Census block group geographies but have been adjusted to exclude non-residential uses where practicable. In some cases small numbers of residential properties, which are distant from the primary residential area, have been removed. And in one instance, residential areas located in a single block group were assigned to two separate EJNPAs, due to the substantial distance between them. |
