Adjustments were only made to zones that initially scored below 6, the minimum threshold for inclusion, in cases where MPO staff believed that the estimated percentage of population with a household income below 150% of the poverty level was erroneous and that a higher estimate, within the margin of error, would result in a score of at least 6, the minimum score for designation as a Tier 1 Area. Additional points were only awarded to zones with a high proportion of students eligible for free and reduced price school lunch. Zones receiving additional points in their adjusted index score, were awarded the minimum number of points to reach a score of 6. No scores were adjusted downward.

Additional documentation: M:\MPO_GIS\GIS_Data\Common\EJ\EJ Documentation\2020.
